Review comments are not registered in the target review file or outline

• If there are multiple outlines with the same name in one review file, the action will be taken on the first outline.
  Please change the outline name or move the registered comments.

• If there are review files with the same file name in the workspace, the first file will be opened.
  Please use different names.

Even if they are stored in separate folders, please use different names.
